Speaker bios

Laurel Rapp is Director of the US and North America Programme at Chatham House, where she leads work on US foreign policy and transatlantic relations. She is a Brown alum and Senior Fellow at the Watson Institute, and previously held senior roles at the US State Department, the White House National Security Council and on Capitol Hill.

Sir Malcolm Rifkind is a former UK Foreign Secretary and Defence Secretary who served in the cabinets of Margaret Thatcher and John Major. Over a long parliamentary career he also served as Secretary of State for Scotland and Transport, later chairing the Intelligence and Security Committee and remaining active in debates on foreign and security policy.

Carmen Pavel is a Reader (Associate Professor) in Politics, Philosophy and Economics in the Department of Political Economy at King’s College London. Her work focuses on political philosophy, especially the philosophy of international law, liberal theory, and the ethics of public policy. She earned her PhD in political theory from Brown University.
